There appears to be a bug in the CSS for the main menu. Users can't hover over a top-level menu item and then mouse over the submenu unless they move the mouse quickly enough to do it before the submenu disappears. You can see the problem here: https://dev.awi.ua.edu/

## Description

This fixes an issue [reported on the Web Forum](https://teams.microsoft.com/l/message/19:Pe_W-tZXODzAlVgbr_64907G6XIM3mUUYSjkkS5oEIc1@thread.tacv2/1749831672204?tenantId=2a00728e-f0d0-40b4-a4e8-ce433f3fbca7&groupId=d0e7539c-359d-40c5-a091-ef59adb69200&parentMessageId=1749831672204&teamName=Web%20Forum-Communications-Strategic%20Communicat&channelName=General&createdTime=1749831672204) where the dropdown menus on the primary navigation no longer line up after the last update. After doing some research, it seems to be because the new tab icon makes the nav bar taller than it was previously. We re-aligned the dropdown to match up with this new height, but the height for menus without new tab links remained unchanged, leading to the bug.

This fix addresses the problem in 2 ways. First, effort has been made to ensure the icon does not increase the line height of the menu. Secondly, the menu bar has been given a minimum height calculated using the padding and line height of the items, plus a little extra as a buffer to account for slight edge cases. The calculated result is used to align the dropdown, so that it should always line up perfectly (assuming nothing makes a menu item larger than the min height of the menu bar, which really shouldn't happen)

## How to test

Go into inspect element and remove the `target="_blank"` attributes from any top level menu items. Check submenu alignment again.

Go into inspect element and delete the nodes for the dropdown buttons, then check submenu alignment again.

See if you can create a scenario where the submenu becomes misaligned and provide steps to reproduce here.

## Description

In Link List component when we set the newTab prop to true, links doesn't  open in new tab.

## Expected behavior

When we set newTab to true, the links in the Link List should open in the new tab.
